missing required exit plugin will cause build failure

If an exit plugin is marked as required but is missing, this should be a fatal error.
Under normal circumstances, errors from exit plugins are ignored. This is even true
if the exit plugin is missing. However, if the atomic-reactor plugins configuration
specifies that a particular exit plugin is "required", this should cause the build to fail.
