Add Filesystem LoadAction

Changes:
- Added admin action and routes that allow one to read or download files in private storage; custom filename possible.
- Modified LinkDisplay to support fetching files form private storage; requires the property's "public_access" to be FALSE
- Implemented BaseUrlTrait on LinkDisplay

Todo:
- Add support for fetching URLs from third-party filesystems like Dropbox and AWS
