allow python-loading ctrl class (#32)

* allow python-loading ctrl class

* allow connect-only in steering object

the steering object has two roles.

1. initialize a workflow (which sets up the controller)
2. use the controller to actually run the workflow

the second task is useful on its own, if you can already connect
to an existing controller. So now YadageSteering has two main modes
implemented by two classmethods

1. create by initialize a new workflow
2. connect to an existing controller
