Preparing the 1.4 branch for Symfony 3.4

Bundle:
* Updated symfony dependency to 3.4.*
* All commands as service except for the GenerateBundleCommand
replacement -
  see https://github.com/sensiolabs/SensioGeneratorBundle/issues/578
* Added recursive loop detection in Application::has()
* Instantiate the console.error_listener before a command is run to
remove
  the Exception thrown in a MultikernelApplication after executing
cache:clear
