Moved `staticPages` routing tests to unit tests

refs #9178

- cover all cases in a unit test and assert against the database queries
- keep 1-2 routing tests
- ensure we don't delete any important test assertions (order, pagination etc.)
- `limit=all` is tested in a different resource (added TODO)
