Moved formats routing tests to unit tests

refs #9178

- add a unit test for the post model to test the behaviour of `formatsToJSON`
- add a unit test to ensure incoming formats are lower cased on API level
- check allowed formats on model layer (this is not the task of the API)
- keep 2 general routing test to ensure the components are tested
