New library-level functions for libprofit

These functions have two purposes: firstly, they encapsulate the
initialization and shutdown of the library as a whole (init() and
finish()), while on the other hand users can now inspect aspects of
libprofit at runtime, like whether it supports OpenCL, FFTW and such.
