Feature/fiat (#3)

* Add FIAT config option.

Reads the config and exposes a fiat currency. But does not yet use that
in the exchange rates or output.
It falls back to USD for people without the currency set.
It creates template with USD as default.

The USD default is hardcoded.

* Pass options along to convert to currency, use that and render that.

This renders the tables in the currency the user has configured.

* Fix some houndci suggestions.
