OPSK-1540 handle exception when attempting to update rack for exception notification

the middleware is frozen sometime after startup, preventing dynamic runtime changes. However, it needs to be setup during startup (when it is n't frozen). Not straightforward to remove and move to the initializers due to required interaction with Seek::Config to get the settings.
