 - Fixed loading of config files. Previous version aborted
   accidentally if the same option was found in multiple config files.
   Config files are no longer merged now.
   Only first found file is loaded from this list:
   $HOME/.netspoc-approve
   /usr/local/etc/netspoc-approve
   /etc/netspoc-approve
