[docs] Add API .rst sources and test for autogenerated docs

module documentation is auto-generated but ReadTheDocs doesn't
support this nor does it call `make', see:
https://github.com/rtfd/readthedocs.org/issues/1139

Instead RTD uses its own Sphinx commands and passes in conf.py
directly!

I've opted for storing the generated rst sources under git which
seems the straight forward solution instead of trying to hack
around conf.py. This will also safe us from missing dependencies
and other similar issues on the RTD builders!
