Hil flag for Secure Cloud (#140)

* Added flag for HIL commands for provision and deprovision

* Fixes to hil_flag changes to pass PEP8

* Fixed naming issue for flag option to skip hil network commands

Changed the name from hil_flag to hil so get the cli working, and
made sure that the boolean is treated as a boolean in operations.py

* Changed the order of arguments in cli.py and operations.py

* Fixed picasso argument ordering, tested changes

* Added a value for  hil_flag to test_operations for Travis CI
