Add missing global objects for the browser: true option. Remove obsolete HTMLIsIndexElement object.

* Add all missing element interface global objects from WHATWG HTML (https://html.spec.whatwg.org/multipage/indices.html#element-interfaces).
* Add all missing obsolete element interface global objects (i.e., `HTMLMarqueeElement`) from WHATWG HTML (https://html.spec.whatwg.org/multipage/obsolete.html#obsolete).
* Add the legacy `XMLDocument` interface global object from WHATWG DOM (https://dom.spec.whatwg.org/#xmldocument).
* Move the `HTMLElement` interface global object so that it appears in alphabetical order.
* Remove the obsolete `HTMLIsIndexElement` interface global object from DOM2 HTML (https://www.w3.org/TR/2003/REC-DOM-Level-2-HTML-20030109/html.html#ID-85283003). The latest versions of Chrome, Edge, and Firefox don't support this object.
