Deprecate mam02 (#1514)

* Make mongoose remind about mam 0.2 deprecation

* Change naming

* Fix typo (no influence on code)

* Extract deprecation logic to a module

* Change date

* Fix dialyzer error

* Remove ambiguity in error message

* Make all deprecations work the same way

We decided that all deprecation messages will need the same system -
cooldowns. So this commit makes it common.

* Add tags while logging

* Document functions and types

* Implement tests for mongoose_deprecations

* Fill all() list

* Change file name

* Don't mock lager, just the function that directly calls it

* Don't use ifdef

* Scale down the times

* Add new tests

* Make assert log levels

* Make some little corrections

* Remove redundant meck:unload in deprecations_SUITE

* Move new files to proper folders
