Navcore: Handling special '{}' state_data in saved searches

Since we now use the presence or absence of 'state_data' to know if a
saved state row is a saved search or a simple link, we now support the
value '{}' (empty JSON object) to be state data to treat as a saved
search, but using all defaults. One of the reasons to want to do this is
to be able to modify the search and re-save it, which can't be done in
the case of a simple link
