NavCore: NEW FEATURE/CFG OPTION 'default_public_nav_items'

The NavCore plugin now supports automatic creation of default public
searches/views via new config option 'default_public_nav_items' which
(when supplied in $c->config->{'Plugin::RapidApp::NavCore'}) will
automatcially create searches/links/views and folders from a dynamic
structure.

WIP, the first example implementation will appear shortly in Rapi::Blog.
