* Introduces the 'error_handlers' key for the 'RECORDS_REST_ENDPOINTS'
  config variable which allows for registration of custom error
  handlers for exceptions and HTTP status codes occuring in specific
  endpoint of the REST API blueprint views. (closes #152)
