Don't bother checking if directories exist, just make them

On Windows, a test failed when publishing with message directory not found
error. The directory hadn't been created. The only thing I can think of it the
previous rimraf hadn't been reflected in whatever readdir calls.
It's cleaner just to make the directories and ignore EEXIST anyway.
