Add some useful css rules for applying padding

This is useful in cases where you have no access to set style attributes
directly, but do have tyhe ability to supply a custom css classname.
This just came up for Rapi::Blog, to make it easir to lay out the nav
tree.

Note: these rules came from another project; now they are built into
RapidApp
