npm install before running tests in Travis CI

tests are already using the RaiseWhenFileNotFound STATICFILES
backend and will raise an exception if static files are not found
including the ones coming from npm.

NOTE: Django 1.11 issues a warning when the STATICFILES backend
raises. The warning looks like this:
