* Cache Block Inputs & Procedure Definitions

* @mzgoddard requested changes on this pull request

* Move all caching into a single reusable field _cache.
* Invalidate 'all' caches on any change.
* Use 'typeof' instead of hasOwnProperty.
* Take caching out of Block and use lookup instead.
