Be stricter when parsing month-year formats w/o days

* lubridate::parse_date_time2 is no longer used when parsing
formats/orders that do not have days since it was prone to false
positives if the input vector was of short length

* The new code checks carefully with regular expressions for a match
on the first element and then uses lubridate::fast_strptime, which requires
specifying separators and is much stricter

* Unit tests added for every possible month and two-digit and four-digit years

* One unit test in test-asdate.R modified because there is no longer a warning
if my format could also be parsed as ym

* One unit test in test-period.R modified because it was decided to not support
"%Y.%m" format
