* A little work on the API info page

* Adds .py[cod] to .gitignore

* Token based auth for API is feature complete, lacks tests

* Adds stubs for the things that really need to be well tested

* Adds unit tests for new security model and API permissions

* Fixes migration downgrade

* Changes requested during review
