Mandatory package for the installation

After having seeing a issue regarding the installation from scratch
about the need of `Python.h` for the compilation of the program, I
decided to had into the documentation and specifically into the
installation documentation the mention about the need of installing
`python-dev` or an equivalent package to avoid a failure at the
installation.

Resolves: #52
