Move common prefix and suffix handling to codegen instead of extractor (#584)

* Add _cleanup_names from extractor

* Update metadata from extractor

Move common prefix and suffix to codegen

* Move common merge usage to merge_helper

* Add whitelists for prefix and suffix

If the prefix or suffix is the appropriate list, don't remove

* Update metadata from extractor

* Update generated files

* Separate step for removing <DRIVER>_VAL_

* Move beginning character a digit to always run

* Add mechanism to delete metadata entry

* Fox DCPOWER tests

* Delete 'DigitsResolution'

Would be set to 'codegen_method' = 'no', but still intermediate files caused issues.

Easier to delete than change names to prevent errors only to not code gen it.

* Update generated files

* Missed enum name change

* Rename function

* Remove redundant comment

* Remove blank line per review comment

* Don't codegen IO_SESSION

* Don't change 'name', add and use 'python_name'

* Add 'enum_' to the beginning of the enum white lists
