Align PostgreSQL schema with the one resulting from 3.0.1 upgrade

The PostgreSQL schema file resulting from an upgrade from 3.0.1 contains minor differences from the one obtained creating the schema anew.
This change re-aligns the two so that the schema should be identical in case of upgrade or fresh creation.

 * Set default NULL for fields migrated to TEXT
 * Reorder columns in jobs table
