Commit Message

Add build-parent module

- Add a utility parent, that allows to break cyclic references between the
  build-tools module and plugin configurations that want to declare a
  dependency on the build-tools artifact.
- As a consequence, do not use absolute paths for config files of checkstyle
  and findbugs plugin, but use relative ones and add build-tools as a
  dependencies.
