mjolnir master can now configure pipelines (#42)

* mjolnir master can now configure pipelines

The pipelines.yaml file should be placed in the config
directory, by default $XDG_CONFIG_HOME/mjolnir, or
$HOME/.config/mjolnir.

It should have the structure:

```yaml
pipelines:
- alert:
    type: alertmanager
    name: disk-full
  action:
    type: clean_disk
```
