OPSK-1452 compare arrays instead of using ActiveRecord_Associations_CollectionProxy directly

    the ActiveRecord_Associations_CollectionProxy holds a reference to the collection, so when later getting the differences no change is detected. Need to do to_a to make sure the array comparison detects the change
