Add Truncate component

This commit adds a new `<Truncate>` component that easily truncates
text-based children content. In addition to CSS truncating, which it
does by default, it also allows for JS-based truncation at the
beginning, middle, or end of the string.

**Example**
```jsx
<Truncate type='middle' limit={4}>My super long text</Truncate>
```

**Result**
```html
<span class="c-Truncate">My…xt</span>
```
