OPSK-1489 clear sharing_scope when publishing

items with sharing scope ALL_USERS shouldn't be considered public. However, when calling publish! - the sharing scope should be cleared, otherwise it will be suppressed from being public. This is due to old behaviour of sharing with all registered users that currently requires some special handling
