[tests] Updated data for import test to fix pyOpenSSL issue

The test certificate and ca has a few issues, it was created
at the first stages of django-x509 when the author was not
yet comfortable with the x509 spec.

Newer versions of pyOpenSSL reject the certificate and CA as not valid.
