Update contributing guide (#357)

Resolves #333 

Basic contributing guide with sensible ground-rules.
* Merge together the suggested contributing guide with the existing
document, including a few small stylistic changes to be consistent
between the two.
* Merge contrib guide with predecessor & link
* Symlink from docs dir to root contributing doc, so that both sphinx and
github can find the doc.
* Remove mention of `bootstrap.sh` (per #358, maybe it should be
  removed)
* Add explicit newcomer-friendly language; includes a link to Gitter
* Be more terse and imperative in explaining how to use tox
* Remove "merging guidelines"
* Suggest adding failing tests to bugreports (but don't make it sound
  like a requirement)
