lib/qctrl: Fix bug handling choices() fn in question

Bug:

    If the question contains the `choices()` function,
    which returns an empty array (or falsey value), the
    passed `query` object (when emitting the `query` event off the
    formset) would contain a `choices` property pointing to the
    original `choices()` function. This breaks API.
    `query.choices` must either be `undefined` or an `Array`.
