CA-214749: Fix infinite loop in getAllVHDs

In case a vhd footer and header get corrupted, vhd-util scan
is returning an error and the loop in getAllVHDs would run
indefinitely. This patch is adding a sleep of 1 second between
retryes and try up to 60 times before giving up.
