This commit rolls back the AttributeMixin appraoch of rerunning
__init__ when parameters are updated. Instead, the ParamMixin
introduces the ``check-static`` approach: the ``store_static_params``
method records parameters at the given time, and the
``check_static_params`` method compares the instance's current params
against the record.

This allows a much cleaner parallel base and provides clarity in
dynamic versus static attributes.
