Add ability to merge two maps that have the same key in both. (#104)

* Add support for merging list entries that overlap.

 * (M) ygot/struct_validation_map.go
   - Add support for merging two structs which contain maps that
     have overlapping keys.
 * (M) ygot/struct_validation_map_test.go
   - Change unit test case that expected error previously to
     expect merged map.

* Fix name of test.

* Beef up coverage.

* Address review comments.

* Update function comment.
