Added Support For Portuguese Portugal (#25)

* created test for pt-pt. Still not validated

* back to start. Going to write this calmlyw

* uhmm... need to think about this

* spanish example again

* one rule is still not working

* passed all tests. Now i need to test the tests themselfs

* passed all tests against www.languagesandnumbers.com/como-contar-em-portugues-europeu/pt/por-prt/ website

* added pt-pt to readme and also to ntw-web and cmd/numbers-and-words

* corrected incorrect readme and function name

* vim altered swedish and dutch support by mistake

* case 0 on switch triplets didn't made sense

* following go proverb does not make sense since other languages use strings library.
