Enable limiting input region to a list of tiles

For continental scale statistics the generating tasks can require huge
memory. Knowing the tile indexes beforehand enables us to generate the
tasks one tile at a time.

- Add command line argument `tile-index-file` that contains the list of
tile indexes
- Add method `collect_tasks` to `GriddedTaskGenerator` that collects
tasks limited by a geopolygon or a tile index
