Add sugar funcs encode_json_ascii and decode_json_ascii

New functions encode_json_ascii and decode_json_ascii have been added
which are exported by default by "use RapidApp::Util ':all'". These are
just like encode_json_utf8 and decode_json_utf8, but they set the ascii
flag instead of the utf8 flag. These are useful - mainly
encode_json_ascii - for encoding utf8 because the high characters get
encoded as BMP characters (\uXXXX) which is actually often better for
handling unicode in JSON than keeping it "real" unicode.
