Yaml config and twiggy logging and voluptuous for validation

* Use twiggy for logging
* Switch from ConfigObj ini files for configuration to yaml as this
  allows us to use typed data for configuring twiggy
* Use voluptuous for validating the config files.  The plan is to
  eventually use voluptuous for validating our data files as well.
