Fiddle with a just-added test for the AMQP broker

Update the just-added `TaskDispatchTestCase`. Do the following:

* Coalesce all test logic into a single method.
* Make the clean logic that re-starts the AMQP broker more robust. (It
  should not run in the face of a greater variety of errors.)
* Rewrite the logic used when performing the final test case assertion.
  Rather than walking through lots of tasks and asserting that none
  represent a task in the "waiting" state, search for tasks in the
  waiting state and assert that no search results are returned.
