tests for comparable_perl_version and perl_version_to_integer

The perl_version_to_integer is also rewritten a little bit to just.

At the moment, these tests have not covered all code paths in
those 2 similar functions. While perl_version_to_integer is currently
being replaceb dy comparable_perl_version, the latter one does not
handle versions with "-RC" suffixes correctly. Here's one failure example:

  5.16.0-RC2 < 5.16.0

However, it does handle versions with "perl-" and "cperl-" prefixes.
