fix: Fix rule search (`Index.search_rules`)

- Parameters must be posted inside the body, not put in the URL.

- Absent parameters must be omitted; the empty string is not a valid value (except for the query string). The anchoring, for example, only accepts `contains`, `is`, `endsWith` and `startsWith`.
