MetaKeys::Loader class default 'skip_load_external' to true

This is a "feature" of Schema::Loader which recently bit me in
Rapi::Blog (https://github.com/vanstyn/Rapi-Blog/commit/de54353b42c9f)
which is not something I ever want to happen again by default, so the
RapidApp-specific Loader class now always enables the option to turn off
this behaviour. While I can't picture any scenario that this would be
desired, I did leave a route in the code to leave it on, by explicitly
setting the loader option skip_load_external=>0
