improve coverage and optimise readFloat

do the IS_LITTLE_ENDIAN check once and make it a constant rather than
every time we call readFloat - this removes lines and thus ups coverage

don't default the missing ip data to '' (which prevents a warning) to
make it clear that the call to gethostbyname returned nothing useful

bump VERSION and Changes for CPAN release
