Remove `create_if_absent` DNSSEC key feature.

Although this feature is convenient, it encourages pretty much the
worst possible private key management strategy. If the intent is to
make it easy to try TRust-DNS with minimal prerequisites, we could add
a new utility program that does what this feature did. Such a
separation would allow, for example, the key generation program to
be implemented using a different crypto library than the server is
using.

Note also that this feature wasn't actually being tested.
