Update just-added test for task error info

`ErrorReportTestCase` verifies that enough prose information is
presented to the user when a repository sync fails. Update it:

* Make assertion about task error description more specific. Do verify
  that the developers have improved the error message; don't verify that
  the developers have implemented a specific new error message.
* Don't make assertions about prose in tracebacks.
* Assert that task tracebacks are non-null. This obviates
  `SyncInvalidFeedTestCase`, so delete it.
* Make the logic for finding a failed task more robust and
  deterministic. At the very least, this makes the test case more
  friendly to parallelization.
