<a href="https://github.com/wikimedia/cumin/commit/10729591c">Configuration: do not raise on empty configuration

* When loading the configuration, an exception was raised if any of the
  configuration files were empty. Relax this check returning an empty
  dictionary in case of empty configuration or aliases files.
* Moved the check of required parameters where needed, in order to raise
  explicit exceptions with a more meaningful message for the user.
