- withdrawals is a set, trying to use it as a dictionary results in a
  TypeError
- prefixSet should not be re-built at each loop iteration; its items are
  popped by encodeSomePrefixes. When it&amp;amp;#39;s empty the loop should end,
  update the while guard accordingly
- FrozenAttributeDict&amp;#39;s argument should be iterable
- Typo fix in MPUnreachNLRIAttribute.encode
